Preheat oven to 350F. Mix together butter, sugar, egg yolk, vanilla, flour and salt.
Press mixture into the bottom of a greased 13x9 pan. Bake for 25 minutes.
After removing pan from oven, immediately sprinkle chocolate chips over hot dough, spreading with a spatula as they melt. Sprinkle with the toffee bar pieces. Transfer to freezer to cool.
