In a small bowl, whisk together the brown sugar, soy sauce, sesame oil, red pepper flakes, and ginger. Set aside.
Heat vegetable oil in a large skillet over medium-high heat. Add the garlic and cook until fragrant, stirring constantly.
Add the ground beef to the skillet and cook until browned, about 3-5 minutes. Drain excess fat as needed.
Add the soy sauce mixture and green onions to the beef until well combined, allowing to simmer until heated through, about 2 minutes.
Serve over rice and garnish with green onion and sesame seeds. Add whichever toppings you prefer, and enjoy!
